Administrative Services Department
The Administrative Services Department (ASD) serves citizen needs by providing elections services, recording property documents, collecting property taxes, issuing marriage and dog licenses, and engaging the community to make Benton County a healthy environment for children and families.
ASD supports the internal county organization by providing business support services including payroll and accounting, information technology, budget development and oversight, and human resources services.
About Us
There are six divisions within the Administrative Services Department: Budget Office, Finance and Tax Office, Human Resources, Information Resource Management, the Commission on Children and Families, and Records and Elections Office. The Administrative Services Director is Tom Fronk.
Two divisions within ASD serve Benton County residents directly:
- The Commission on Children and Families works with volunteers to make Benton County a healthy environment for children and families through advocacy, community mobilization, and advancement of proven prevention strategies.
- The Records and Elections Division issues marriage licenses, registers domestic partnerships, records and maintains real property documents, such as, deeds, mortgages, and liens in the permanent public record, issues dog licenses, coordinates and staffs the Board of Property Tax Appeals, provides archivist and records audit services to all county departments, provides passport photo and passport application services and is the voter registration and elections office for all elections conducted in Benton County.
Four divisions provide business support services to the County organization as their primary functions:
- The Budget Division is responsible for managing the preparation and execution of the County budget and the budgets of six service districts.
- The Finance and Tax Office manages and accounts for the County's many financial transactions including: receivables, payables, payroll, investing, debt management, and auditing. The Finance Manager also serves as the County Treasurer and is responsible for tax collection.
- The Human Resources Division is responsible for employment recruitments, staff development and training; employee benefits management, employee and labor relations, and development of personnel policies.
- The Information Resource Management Division is responsible for maintaining the County's personal computer and network operations, telecommunications, website, Geographic Information System (GIS), and other application, database, and programming systems.
