New advisory committee recruiting members
HB 2017 is the first major piece of funding and legislation to address public transit in the State of Oregon for at least 20 years. The public transit piece will be funded by a new employee payroll tax of 1/10 of 1%, which will be collected beginning this July. While the impact on individual employees will be fairly small at that rate, overall the amount collected will be significant. By fiscal year 2019-20, the Department of Revenue is conservatively projecting the tax will bring in about $75 million statewide, with Benton
County’s share of that at about $1.5 million annually, which will be distributed to public transit agencies throughout the County.
The Benton County Board of Commissioners will have a substantial policy role in the local distribution of these funds. The Commissioners will establish and appoint a local State Transportation Improvement Fund (STIF) Advisory Committee to help develop a local STIF Plan for expenditure of the funds; review project proposals from City and County transportation providers; and advise the Board on the allocation of funds for transit projects.
The Board of Commissioners is soliciting membership applications for the soon-to-be created local STIF advisory committee. To be qualified to serve on the committee, an individual must reside or work in Benton County and must be knowledgeable about the public transportation needs of residents or employees located within or traveling to and from the County.

La Junta de Comisionados del Condado de Benton tendrá una función política fundamental en la distribución local de estos fondos. Los Comisionados establecerán y nombrarán un Comité Asesor local del Fondo Estatal para el Mejoramiento del Transporte (STIF, en inglés) para contribuir a desarrollar un Plan del STIF local para el gasto de los fondos; revisarán las propuestas de proyectos de los proveedores de transporte del Condado; y asesorarán a la Junta con respecto a la asignación de fondos para proyectos de transporte.
La Junta de Comisionados pone a disposición solicitudes de membresía para el comité asesor STIF local que se creará próximamente. Para poder desempeñarse en el comité, el interesado debe residir o trabajar en el Condado de Benton y debe conocer las necesidades de transporte público de los residentes o empleados dentro del Condado o de quienes viajan hacia y desde el Condado.
