Benton County

NOTICE OF RECEIPT OF BALLOT TITLE

Notice is hereby given that a ballot title for a measure referred by Benton County was filed with the Benton County Clerk on February 16, 2021. The ballot measure will appear on the May 18, 2021 Special Election ballot.

The Ballot Title caption, question and summary follow:

Caption: Renew Levy for Public Health and Safety Services

Question: To continue health and safety services, shall Benton County impose a five-year $.90 per $1,000 assessed valuation beginning 2023?

This measure renews current local option taxes.

Summary: Renewal of the current levy would fund health and safety services which may include:

• Health Services: Mental Health Crisis Resource Center operations; expanded mental and behavioral health crisis outreach; management of communicable disease outbreaks; community health assessment and health improvement planning; and county‐wide, school‐based mental health services that provide prevention and early intervention to children/youth at risk of mental health problems and school failure.

• Public Safety Services: Expanded pretrial services; 24‐hour sheriff’s patrol; substance abuse treatment for juveniles and adults; street crimes unit addressing crimes impacting livability issues; digital forensic investigations; counseling and outreach for juvenile offenders; juvenile detention services; courthouse security; district attorney staff for criminal prosecution; and collaborative Crisis Intervention Teams addressing cases of severe mental health crisis presenting risk of criminal activity.

• Corrections Services: Rental of 40 out-of-county jail beds for Benton County inmates and related services, which may include: inmate placement and transportation; jail medical staff; and a transition program to effectively reintegrate local and state inmates to the community who complete their sentences and may need assistance.

At the maximum rate this levy is estimated to impose taxes of $9,525,400 in 2023, $9,858,800 in 2024, $10,203,900 in 2025, $10,561,000 in 2026, and $10,930,700 in 2027.

As indicated by ORS 250.195, an elector may file petition for review of this ballot title in Benton County Circuit Court no later than 5:00 PM on February 25, 2021, seventh business day after the ballot title is filed.
