The hearing is for First Congregational United Church of Christ - Conditional Use Review.

NATURE OF REQUEST: A Conditional Use authorization for church use(s) in the Urban Residential zone. As part of the church use of the property the applicant proposes to provide safe living accommodations for individuals in need within non-permanent shelters.  The applicant states that each individual will be required to adhere to a code of conduct administered by the applicant.  The applicant also proposes that additional shelter services including portable toilets, hand washing station and an enclosed kitchen are, will be located within Corvallis city limits at the west end of the paved parking lot.

HEARING DETAILS: Due to recent state restrictions on public gatherings, along with Benton County's commitment to keeping the public safe, the typical Planning Commission public hearing process has been modified to reduce risks while still enabling members of the public to meaningfully participate.  Interested members of the public are strongly encouraged to submit written testimony, which will be provided to the Planning Commission well in advance to ensure their careful consideration in rendering a decision.  The Planning Commission will conduct a public hearing by GoTo Webinar, allowing members of the public to testify orally; however, due to technological limitations, written testimony may be a surer way to get your point across. 

The calendar below provides dates of Planning Commission hearing action, instructions, and deadlines for those interested in participating.

To listen to and/or watch the hearing, you must register prior to the hearing at this internet address:
To testify orally at the hearing, you must register by 5:00 p.m. on Monday July, 20, by contacting Linda Ray at 541-766-0250 or  Oral testimony will be limited to 3 minutes per person.  To minimize technical difficulties during the public hearing we ask that those requesting to provide oral testimony that includes visual presentations, submit the presentations to county staff by Monday July 20, by 5 pm. Presentations will be incorporated into the PC hearing proceedings and will be presented by staff (by way of screen share) when participant is scheduled to provide oral testimony.

We strongly encourage people to submit their testimony in writing rather than testifying orally at the hearing.  Submit written testimony as described in Step 1, above.  No written testimony will be accepted at the hearing.  To send your written testimony via email, send it to
